Right of Way- Yak versus Kite-Surfer

Just curious, does anyone know who has the right of way a kayak (trolling a line) or a kite-surfer?  Kailua Bay get CHOKE kite-surfers and windsurfers ripping around, one day someone going get snagged, and maybe not by accident.   ;)
I know what the "rules-of-the-road" are for boats but technically neither a Kayak nor a kite-surf rig is a "boat".

screw em' - do your thing but don't intentionally hurt anyone. Tired of being polite and missing out because other water craft users won't share the water. I'll take my fair share of the water and if some dumbass gets himself snagged because he wanted to buzz me - that's his problem

i hooked a kite surfer at kahahla :-) i was out there for about 2 hours and he came zooming along towards dfiamonhead and hooked himself up - lots of blood in the water - called it a day \

nothing like haveing a weekend off

he was nice enough to give me back my lure tho

I hear you, I have the same problem with all water crafts... Such a Big Ocean yet they still manage to get within 100 feet of you....

when we surf tunnels on kauai get plenty kite surfers come flying through the lineup. I cant count the times i've almost been beheaded.
